Seems a bit more like the freeze spell. Your basically asking for a leveled down version of the freeze spell for TH 8.

It's Not Quite Like Freeze Spell But You Can Say Like That Because It Weakens And Makes The Defense Slower .... In The Other Hand Freeze Spell Completely Stops it For Good ..
