If they know about the TOS, they know nothing they say or do changes the words in the TOS. The TOS is black and white, written clearly as a legal document. No one can argue that the TOS says one per person. The only thing that contradicts that is staff and moderators saying so. No waiver then says it doesn't matter what they say, none of it changes the words of the TOS and is not legally binding, at which point SC could decide to enforce rules they didn't in the past.
As as long as you understand that long term risk, make 100 accounts, it doesn't really matter.
i have a question, what if someone start playing, and at some point says "hey you know what? i mess up i wanna star over" but the only way is to find another one being another device or another ACC (GC,etc) even if you dont use the old one would that count as multiacc?
Would be hard for them to enforce this anyway. What if my kid has an account that he rarely plays so I play it for him to keep it up to date? This is still one account per person on separate devices, it just happens that I keep his game more active than he does. There is no way for supercell to know if this is happening so would be hard for them to ban second accounts.
Having 1 account on 100 devices doesn't violate anything in the TOS. Account sharing is, but like you said, they'd never know. Unless there was a problem and your son decides to emancipate his village from your control. Then there might be a real "Clash". Otherwise, banning is not realistic it's the offering of support that will be in question.
