My idea is to add an option on the player info screen - a slider that simply states WAR ELIGIBLE. Default would be yes.
Some players in clans are just not into waging war against others. Being able to select if your village wants to participate in a clan war would allow players to hang out together. It would also allow a clan to participate in clan wars with the active players.
