Based from experience since September 2012, You can't "Force" them to spawn on the outer border if you strategically designed your base. What happens is, those obstacles that spawns on those borders are actually meant to grow there. Those that "Should have grown" obstacles (on blocked areas) will simply not grow.

i didnt change my base at a my at all and got my second tree 2 days ago, my base is compact. as soon as the update came around i imediately got a tree. although they arent perfectly on the outside, trees are still trees.

There is no definitive answer by supercell. You just have to gather evidence and speculate what will work best.
There are people who believe in force spawning and those against. If this guy's friend tested this out, this equates to about a 10% difference.
Basically force spawning got him one less obstacle per 10 spawns.
The compact base has a better probability of getting the xmas tree...a 10% better chance.
Would you want to take your chances? I'm assuming both these accounts arent that high, so the compact base must have at least double the possibilities. Even more as 1 square from edge may trigger OCD. So although 10% better odds, more than 2x the chance to get a non-border spawn.
These numbers are pure speculation but it sounds like edge spawning is better for the guys who are OCD. But this game is all about numbers.
If you still believe in compact after this, at least get rid of any 2x2 space inside your base or between buildings. These are automatic chops for nearly anyone, and only eliminates a small amount of squares.
