Probably yeah, what else would max TH10s do? I maxed my collectors at late TH9, because that was the first time I could actually spend the additional resources. The narrative of "free loot" is simply ridiculous. You have to spend the loot. With 5 busy builders and max walls at TH7 or TH8 where is this "free loot" supposed to go? It is a waste of an active's player time to upgrade them.

For everyone else, absolutely max them asap.

in that case if he has never had idle builder(before maxxing out)then he has done very well. most of us are not that great and sometimes real life might get in the way for a couple of days. that is when my maxxed collectors have come in very handy.

Just offer a gem award for getting 5 collectors to L10, 6 to L11 and 7 to L12. Would be good

Well for me, this is not much an issue since I always upgrades my resource collectors everytime I've maxed up all my buildings. I'll be upgrading mine after I've maxed up all my buildings at TH9

have you ever had idle builders then from th1 - max 10. if not you have done very well. most from what i have sen are not that good or cannot invest that much time into the game. so then the collectors become very important to top up what is needed.

if you have never had builder down time then have you ever just sc♥♥♥♥d through or have you had full stores all the way through?

Not me. I quit playing COC a few months back and I refuse to make it easier for you lot. I won't build my second DE drill and I won't upgrade my collectors (TH8). I also won't login so I remain right at the back of the queue!
