Nop, even with gems you need to have the storage capacity up to the upgrade you want to do. So if you can hold 4M, you would have to upgrade your storage to gem something that cost more than 4M.

This is not the case. You have to have the storage capacity to purchase the resources. Then you can use the resources for the upgrade. The issue is I thought it was a screen shot someone took of their own base at first glance, but it was a screenshot taken of someone else's base.
