I wouldn't be in a hurry to get back at th8. Use those gems to boost barracks.
but to answer your question I doubt it would be enough.

Should i just Use the gems i buy to max out barrack in at lest get to TH7 were the loot is good
it MIGHT be enough to do just town hall, but no doubt you would quit within a week. your troops would be so underleveled that you couldnt get resources, and even if you did happen to get resources, your base wouldnt protect them. either way, you are better off using the money to buy all 5 builders and boost barracks. thats the smartest way to spend gems anyways.

Well, it depends on how rushed you're willing to let your TH8 base be. So Would this be worth it Maxing out Archers to Max level and barraks to lvl 8 if i can then some builder huts then save the rest of the gems for boosting barraks in raiding?
no, it would not be worth it to rush anything with gems. unless u want to drop a couple thousand.... The smartest thing to do would be buy the builders huts, start out and boost barracks when you get to th7 or so. i suppose if you were having problems with too much loot and wanted to speed up the process, you could gem time, but gemming resources isnt smart, and would take quite a few more gems then you would have.
Probably the most efficient way to get to where you want in terms of time and cost is to buy all the builder huts and then spend the rest of the gems on boosting and on finishing the remaining time left on upgrades when you have enough for your next upgrade.
