new town hall question

OK, you've upgraded your town hall and built all the new structures.
You're working on upgrading spell factory, lab, camps etc.
On your defense, do you bring up your new items to the level
of your current or up grade your current higher?

Example. TH8-9
You build the 4th air defense.
Do you build that up to level 6 before upgrading
the existing AD's to level 7 or do you start raising
the 3 existing AD's to level 7 right after the new AD is built?

I tend to bring all new items up to the previous level first to keep
the base balanced.

^ This. If you integrate the new defenses too soon you weaken the overall defensive aspect of your base.
