As far as I know, it wont prevent sandboxing. After changing your base they'll just use sandbox again and again.

This won't affect sandboxing as others have stated, but it will make prep day practically useless. Other than scouting defense levels you can pretty much just make a fake base for prep day and change it right before war. You could even make two bases that look almost exactly the same, so that when war starts the opponent might not see the small changes you made. Switching hero placement for instance.

I typically screenshot the base I'm attacking to scout on my pc prior to war, but it looks like I will be waiting for war to start.

Meh, prep day is used to gauge your opponent and fill cc's for us. We don't actually plan our attacks till war has started.
