It's as allowed as allowance allows. Yeah man you can have a 1:1 ratio of accounts (don't tell Steve but some people even have 2 accounts on 1 device!)

That isn't entirely true. The Terms of Service prohibit it, but it is neither enforceable, nor do they attempt to enforce it.
In fact, they have even said this on the forum. The difference is that they will not support you, if you should happen to lose an account as a result. No worries though... As long as you have your accounts synced to separate Game Center or Google Plus accounts, and you know the passwords to access each of them, you'll be fine.
some people says SC is making money either ways ... so why not more account ... i am not sure
