Is it better to have a lvl storage (TH9)?

Hi guys, do you think it's better to have all the storages maxed or one at lvl 1? why?

Why would you want a storage at lvl1?
The higher the level, the higher the hit points. It would take longer for raiding troops to take it down, giving your defenses more time to kill them.
With the higher level, it spreads the resources out better. With one storage still at lvl1, it concentrates your resources into 2 or 3 other storages, making it easier to steal.
Upgrade that thing and get it defended.
