Though at first many people were angry about the new drills at TH7 and TH8 (including myself), I think they are actually for the better. The promote the circulation of loot, which is showed here:
- TH7s get more dark elixer since they get a drill
- TH8s get more dark elixer since they get another drill and they get steal more dark elixer from TH7s
- TH9s get more dark elixer since they can steal more from TH8s who have more
- TH10s get more dark elixer since they can steal more from TH9s who have more
Everyone gets more dark elixer = everyone should be happy
For higher town halls, especially TH10s, the amount of DE increase will not be something you can specifically pinpoint, but whether you notice it or not there will be much more dark elixer circulating.
Regarding Barch and the wall changes:
Supercell wants raiding to be challenging, and to require more than just one troop. They have proven this time and time again, nerfing hogs (somewhat), and now nerfing barch (again).
They are trying to get us to use more expensive army compositions with rewarding us with more loot, especially elixer.
They did this by:
- Removing upgrading walls with elixer until level 9. At town hall 8 you have a TON of extra elixer. Nearly maxed TH8s will have a ton of elixer available, but it will be hard to get, so it will require the use of large expensive army comps to get it, which is what they want. Also, TH9s will have more loot taken from TH8s, and therefore TH10s will have more loot.
- Nerfing barch by increasing fire rate of archer towers, and by increasing the health of buildings. It is understandable where they are coming from, as it is extremely cheap and easy to use, which is not what they want.
