"Ruled out" threads everywhere.....SOME IDEAS TO FIX IT?

Why isn't there a feature on the forum for members to "veto" ideas/threads that are CLEARLY on the ruled out list? It's nearly impossible for moderators to keep up with all the riffraff threads that people constantly post - but it wouldn't be nearly as hard for them to peruse threads that we-the-members have vetoed. From there, forum moderators could relax while occasionally re-opening a thread that we may have wrongly closed.
    Simple system -
1.) you need to have posted (x) amount of times on the forums to have the power to veto a thread. (I may be biased, but i think 100 posts would more than suffice).
2.) it would take (x) amount of member vetoes to effectively close a thread for review.
    (10 members or so)
3.) moderators could then examine closed threads at their leisure and open them back up if they were wrongly vetoed.
But to be honest, I don't think there's going to be very much unnecessary vetoing....there are some utter ♥♥♥♥ threads started by people that refuse to read the stickies.
4.) worst case scenario, if there are some obvious trolls mulling throughout the threads vetoing, the moderators would obviously have the authority to remove veto-power from a member abusing said power.

Hey, i think we're all sick of good threads and good ideas being buried under pages and pages of ♥♥♥♥ by people that refuse to read the stickies. This is just a half-neat solution i thought of to help clean up our forums a little! Definitely welcome any opinions on the matter.

If you guys have any better ideas, please feel free to post them too. I'm sure this isn't the only solution and it's probably not the first time it's been thought of either. Let's hear your ideas on how to clean things up in here too! Thanks

Any advantage based on number of posts is a recipe for disaster.

Also global chat features a similar reporting system. It works so well there.

Haha, that's a fact i guess. Not sure how many people it takes reporting in global to ban someone, but i didn't think 10 people was unattainable -- but i figured much less would make it too easy for a group of trolls to ruin threads. I don't know, just tossing some thoughts around.

I also wasn't sure if i was posting this type of thread in the right place -- feel free to move it Dahimi if theres a better spot for it!
