Simple. The targets you likely attack day in and day out have absolutely no hope of actually defending against you. Yet being able to attack these targets is a fundamental aspect of the game. The game would not work if this were not permitted.
Furthermore, there is a ton of talk all the time in the forum about defense, but it's actually ease of attacking that matters. It must always be possible to lose, no matter what. The game would grind to a halt immediately if there was a base design out there that was invincible.
Most of the talk about game balance is blather. Typically when people whine about game balance, they whine because they perceive the game to be unfair to them in a certain way without considering why the game is the way it is.
Intelligent discussions regarding balance have to do with how easy or hard it is to defeat a given base (trophies are what matter) using a given set of troops. Not the game having a 50/50 split on offense vs defense or every single thing having an appropriate counter.
It's also important to note that balance to SC means something entirely different. It means no one at any time is "comfortable". Comfortable players do not buy gems. That is why whenever people get comfortable, they come in and tweak the game in some way to make them not comfortable. Max level archer towers one shotting archers every 0.5 seconds is a perfect example of this. People were getting too comfortable barching folks in high leagues for league bonuses. This is no good from SC's perspective, so they are changing it.
Lightning against DE ensures that people cannot be too comfortable sitting in lower leagues.
