This update should improve loot situation significantly, especially in Crystal leagues.

That is true, but us TH10s being able to use lvl 7 giants in our raids doesn't affect TH9 bases' ability to still completely liquidate their resources into walls.
That's why this update does a bit in helping TH9s get back to being able to farm before the September update, b/c TH8s will have elixir stockpiles again, but it won't affect TH10s.
Note: I am not saying this update improves farming--do not let it be lost on any of you that at one point in time, elixir for walls didn't exist and these problems simply weren't even a thing. They are not by any means improving things with this update, it is merely a partial band-aid fix to revert back to when elixir storages weren't totally dry from TH8-10.

Sure, I don't think this is going to miracle fix TH10's issues. However, this, coupled with the league and war win bonus changes, should make TH10 life better, in addition to the collector levels.
Who knows - maybe the 3rd step in this "fix game to raid active players" plan that Supercell is implementing will be another collector level, but this time for TH10 only.
What we do know is that Supercell does not want to rock the boat too much. They want to improve the game without making any crazy changes. This update seems positive for everyone, in varying degrees. Let's call that a win, shall we?
It's not a "miracle fix to TH10 issues" b/c it will do nothing improve TH10 loot issues in the slightest. Lol, do not downplay the point we're making when we say that other than the increased collector production (which happens for TH8-10s), this update does NOTHING to help TH10s. Elixir storages will still be dry for bases TH10s have to raid.
- Maybe the increased war bonus helped a little, I wouldn't personally know b/c I had to LEAVE MY FRIGGIN' CLAN due to this loot issue.
- The flat league bonus percentage increase? That was one of the laziest forms of trying to fix the problem of low storage loots in higher leagues. Do you know what it did do? It made it that much more enticing to simply snipe a TH for the bonus, regardless of the amount of loot they were holding in storages. What they needed to do was reform the way league bonuses were rewarded; simply increasing the league bonus only further incentivised more players to come up for 50% 1-stars and TH snipes using cheap troops, removing those exposed TH bases with high loots from the matchmaking queue.
But in what realm of reality has anyone stated that to fix the problem of raiding active players, we need another collector level? It's not the lack of ability to produce more that's a problem (ok it is a little about the ability to produce more that was a problem), but really it's that there is an endless resource dump that active players can cash in on to constantly keep both resources pathetically low to attacking players.
No, what we do know is that Supercell did exactly that when they unleashed a completely unrestricted form of resource dumping with elixir for walls for THs 7-10. This update is them reverting back to try and undo the problems they caused from the original update, but not really b/c they still leave TH9s and TH10s able to completely liquidate their resources into walls.
The worst part about this is that elixir for walls SHOULD be in this game, and for TH7/8s at that. It's just completely absurd that Supercell's dev team can't figure out that you just need to restrict it to be used above each TH's maximum raidable loot cap so that they don't drain the lifeblood out of the game.
