At times I wonder if they know what they are doing. They have a philosophy of attack down to get loot. Good licking finding a th9 in master 2+. Most bases have at least lvl8 walls they will still hide elixer easily. People in gold don't need resources. Its the people up top who have to use large armies that need those resources and they still aren't gonna be there. A new pump lvl is a joke. 300 a pump, x7 is 2100 its like an extra 50k a day. That is never gonna solve the issue. They need to up the league bonus, drive stronger bases up away from picking on lower bases and make it worth pushing.

If you actively improve loot at TH9 (additional collector levels for existing TH9s), you improve the situation at TH10 passively.

All of these things stack on each other. Then, you add level 7 giants, making TH10s more capable of raiding TH9s, you actively improve the situation at TH10.

Overall, it sounds like everyone is getting a lot of positive changes headed their way. Plus, TH10 has an additional mine/pump to max, so depending on the increase from 11->12, TH10s could see a rather large uptick in their passive daily resource generation.
It helps TH10s in the sense that they get lvl 12 collectors compared to lvl 11. TH9s and 10s will still be able to dump 100% of that increased production directly into the endless pit that are walls. It does not help TH10s in the way that it helps TH9s, which is being able to hit TH8s who cannot dump their elixir.

This update will fix any storage-based issues for TH7/8s that they may have been experiencing, will help revert TH9s back to being able to storage raid bases again (at least TH8s), but b/c the lix for walls is still completely unrestricted for lvls 9+, this does nothing for TH10s hitting TH9/10s.

Not sure why everyone was "^ This" to Nyxiggon's post, as it didn't accurately portray the problem that TH10s face, but...

    ^ This

(but with a reform to the league bonus system, not merely upping the league bonus as a flat percentage again)

Considering the fact that The TH 10s get the most updates for them, this is a more TH 7-9 update, something that is very great for us

"Max collectors are useless because I can farm more then they produce and then my builders are wasted for time" said many clashers whilst questioning loot issues.

Level 12 collectors, with one extra at TH10 = $$$

Max your collectors, they literally pay for themselves and constantly introduce loot into clash. BIG improvement. You CAN farm more but they ALWAYS give you loot. FOREVER.

You get to raid TH8s who can't dump all their elixir into walls anymore, so congratulations . Some of these updates aren't so much "updates" as they are reverts back to before the system got as screwed up as it was. But as expected, instead of introducing a workable solution with what they had, they did a band-aid fix and just removed lvl 7-8 walls from being eligible. Lvl 9-11 are still totally unrestricted for TH9s and TH10s, and TH10s get shafted once again from another SC update.

Perhaps a new award for th10....

    A special martyrs badge? .....

In all seriousness, I was joking about the direct goodies...

Overall the net effect of more loot in the system, should mean more available for everyone... and the martyrs get to play with some new moody all conquering giant, exclusive to them... win/win
