It's the continued war against the barch!
Let me give you a simple example.
Current LV13 AT do 98 damage per second (and also 98 damage per shot since it shoots once every second)
Archer LV7 has 48 hit point. It takes one shot (1 second) for AT to kill a LV7 archer.
The new LV13 AT will also do 98 damage per second but this time it shoort 2x49 damage arrows every second.
Which means it could kill 2 LV7 archers every second instead of one since it only takes 48 damage to kill a LV7 archer.
Get the idea here? This affect small troops. It doesn't do jack to golems, giants, PEKKAs, dragons, heroes, etc.
But people who use small armies like Barch or small components in big armies like witches (skeletons shot down twice as fast) will be affected by this.

Thank you for pointing out the reason - i personaly wasn't seeing it.
So basicaly, this change forces TH10s to avoid barching against each others...well...more resilient against barch attacks in general (be the archers or barbs whatever level they are).
Anyway, this only affects who's TH10, because, by comparing every other town hall AT and barch troops (DPS/HP wise respectively), none can take a barch troop down in half a sec, except ATs level 13, which are only available at TH10.

I'm cool with that. I've been barching a lot lately, but it's more fun to go with a different army so if you can get more resources to cover the army cost I think it makes the game better. I prefer the challenge instead of the mindless act, string archers and barbs around a base and get 50%.
