If I upgraded my Town Hall to 10 now, my base would look a bit like this (Level-wise not design) except I have 50/50 level 8 and 9 walls and both heroes 10. I was to upgrade my Town Hall with this kind of levelled stuff and maxed TH9 troops, would it be possible to reach Champion League after all TH10 building have been built and caught up to level?

Probably crystal maybe, just maybe champs if you grind. Most TH9's will have a really hard time gathering stars from you bc of infernos, but any strongly capable 9 and any non rushed th10 in crystal or absolutely in champs will probably 2-3 start you.
just imo.
just some other input--ur defense structures are really low lvl for a th 10 aaaand having a base next to the grass fence is a bad idea. And low lvl royals...to put it blatantly, a rushed th10 base is a bad idea :/

Your def has very little relevance in how high you can go, it is all about attacking. If you aren't confident defending just chuck TH outside and take a snipe everytime you log out.
If you are talking abt scoring some defensive wins, it is certainly possible for a TH10 like that to win some at M3. I am not even a maxed TH9 and I do win some defenses there.
