The best thing about xbows at th9 is people rushing for them, makes getting loot much easier.
If TH8's could have 1 X-bow, then I think the whole game would be unbalanced.....TH8's would win a lot of times in defenses, and attacking a TH8 would be harder.

It is easy to get a misguided sense of loot-security for lower town hall levels (6,7,8), thus having an idea that higher level defenses should be attainable at that lower levels (given farming loot to upgrade it could be done in no time). In this case, what the player needs to do is actually upgrade the town hall instead of dwelling on the comfort zone of his/her current town hall level. And hoping for a sandbox-mode.
OP and fellow likeminded TH8s need to realize that mortars and wizard towers are 'their' main defense.

I think defense distribution among th lvls is fine. No need to change. I think the change is better in other aspects of the game. Adding tiny enhancements will make the game better. wish to see a lot in the next update
