But none of the above tell me why someone 2 levels higher than my kids are can attack them.
Unfortunately, it doesn't work like that. I've been destroyed by TH10's before (being TH8 now), it doesn't change. But if you have a good base and a good attack strategy you can easily tackle someone who's many TH levels above you. For example, my clan is in a war and I'm set to attack a reasonably upgraded TH9, and I'm probably going to pull off the two stars.

Someone who is Town Hall 10 could attack you, in theory. Matchmaking is not decided by TH levels, it is decided by trophies. The thing is, there are penalties for attacking people who are lower TH levels than you. As I said, a TH10 could possibly attack a TH3 but there would be no point since there would be almost no loot available.
If you are having difficulty with tougher players attacking you too much, then you could try dropping trophies to get into a lower league. There will still be the occasional Big Dog in that league, but the lower you go the less likely it is. The real way to make sure you do not get raided and wiped out is to try and spend as much of your loot as you can before you log off. Simply, the best defense is to not make yourself an attractive target.
Most people drop and to that to troll people. I know I've done it to a couple TH5s. I expect most people are doing it because of the trophy gain you get from the lower levels.
I'm finding TH5s that I can barch to death (no spells) and gain 20-25 trophies and a decent bit of loot to cover what I've lost.

Playing on the PC is against the ToS and will get your account banned.
Kids under the age of 13 are not allowed to play, unless they are supervised by an adult. Are you there the whole time they play?
A TH4 getting smashed by a TH6 is par for the course. For that matter, it is possible for a TH10 to smash a TH3. On the same note, a TH3, if they are feeling frisky, can attack a TH10.

i have never spent a dime and I am nearing the end. It is totally doable without gemming.
in fact, getting attack by someone 2 TH levels above you means they have a huge loot penalty, so in essence you arent losing much. It's actually better this way, then getting attacked from a same level TH who will steal more.
but your view of the game is not right. Getting attacked changes nothing in this game, exept for loot and trophies. Loot I have already explained, trophies, well, you will figure out later they are not important.
there is, in fact, no reason to be running into forums and being all ♥♥♥♥♥♥. Being attacked is not the end of the world.

2 of my 3 kids are reading this and they both said (in stereo, no less, one on my left, other on my right) "I thought trophy dropping was ♥♥♥♥♥ing".
Wow, I'm impressed, I thought my kids were like me, and wanted 'God mode', lol.
They did tell me that they are saving to level up the town-hall, everything else is leveled up as far as they can level them.
In Age of Empires, leveling everything up is almost like the next level, perhaps it is similar in this game?
If the kids have their defense as high as they can go at town hall level 4, is that sort of like a town hall level 4.9 or so?
Could that be why the higher level attacks?
They have said they've been getting it with a lot of town level 5 guys for some time now.
