Matchmaking in coc has always provided you with targets to attack based on your trophy count compared to theirs, normally you will only see bases that are at the same trophy level as yours or below. A base that is around the same number of trophies as you should be worth 30-35 trophies. Normal range of trophy offers you will find in matchmaking is between about 15-35 and in masters lges there are plenty of these bases to find so the matchmaking search never expands to show bases outside of this range.
Once you reach champions lge the rules of matchmaking change significantly as there are now far more players searching for bases to attack than there are bases available and this problem only gets worse the higher up you go! When you start searching for bases in champions lge there are often no bases within your range and so the search is expanded to include bases outside of your range and so you start to see bases much higher and much lower in trophy count than you would normally see. This means that in champions lge you will see offers between 1-59 trophies; although putting this into perspective when I'm searching in champs lge i will probably see a few hundred 1 cup offers a day whereas in nearly a year of playing at champions lge i have only seen a couple of 59 cup offers!
Some of the smartest players i know have used this concept to their advantage when playing in upper masters lge all the way too around 3900 trophies. Because of this expansion of matchmaking search for players with very high trophies it is likely that they see a lot of bases for 1 cup but skip them for the chance of a much higher cup offer. If they come across a base with th outside and exposed they will often snipe for 1 cup. Players who do expose th in champs lge therefore often only experience a 1 cup loss with negligible trophies lost. Keeping townhall inside however often means you will get skipped until you're offered to a player for a substantial number of cups!
