I have contributed to quite a few threads on this issue and for some reason you always get people comming on and defending the obvious botter saying that either they are legit or that botting doesn't happen at all. However in this case I am that person as I see no earthly reason as to why you believe this person is che@ting (not that it matters because people will never know who they are from your description).

Yes from the information given i am 100% sure that this guy is using an exploit that threatens to make the game completely unplayable unless sc take immediate action.
