Farming is more efficient for upgrading than trophy pushing. Unless you're a near-maxed town hall 10, there's really no reason to trophy push.

Nobody who has a completely maxed base farms. Those people are most likely maxing out their walls and/or heroes.

If you see them with an open th it is just to prevent people from sandboxing their base.

As said by Kyro, pushing is, for the most part, pointless. The only time you'd ever want to push was if you were pushing.....to get to a trophy range you can farm at.
Unless you're very close to max, have a very good attack strategy (and can execute it very well), and have gems saved up, you're not going to get very far pushing without spending hours a day at the game. For that reason, for people that can't spend all day on CoC, farming will be the way to go. Besides, who doesn't want electric blue walls all around their base?
They probably aren't maxed enough for their own satisfaction and/or they're inactive.

Having a completely maxed base also means that walls and heroes are maxed
