You look upgraded enough to go to town hall 9 without too much trouble, but I strongly recommend to stay at town hall 8 as long as you can to max everything. In addition, you should get your barbarian king to level 10 at minimum.
You know when you're ready for TH9 when you cannot upgrade anything! BK:Lv10; DE troops all maxed; Elixir Troops all maxed; walls all maxed; And all building all maxed...
Imo- you are very far from being a worthy competitor for a TH9. You should give your attacking ability more effort btw. At TH9, dragon raid just won't cut it in war attacks. You'll have an extremely hard time in wars if your only option are dragons... Get that DE! GoWiPe, GoWiWi, Hogs, are going to be a Huge pain to attain if you don't start now (not to mention that BK!)
Remember the loot penalties of moving up to the next th!

get all skull walls. Then upgrade.
Remember to have all your storages full when th is upgraded. Loot will be hard in the beginning.

Just got th9 yesterday though, maxed my th8
In my opinion, if you even have to ask the question, it's a no. Max out everything you can before moving on, although you are a decently leveled up th8, so you wouldn't have too much trouble at th9 if you were to upgrade the th.
