First off welcome to the forums. Second wrong section and has been suggested many times. The main reason why this will never happen, i could create many accounts and just transfer resources non stop.

While the exploitation of exchanging between multiple account by the same person is one reason for it being ruled out, the main reason is not an exploit reason. They just dont want you to share resources, period. If you are short on resources and you cant raid for it, they expect you to spend the gems for it. They don't want to give you an option to avoid gemming. Either play the game and raid until you have what you need, or gem it.
Please read the stickies. They are there for a reason. If you read them, you would know that this idea has already been ruled out (shot down by SuperCell, it will never happen.)
