There are enough ressources in the economy and an average base has enough ressources for raiding. The Problem is that there are more Players that want to attack than Players that can be attacked because of shields. The good and average bases are taken immediately while only those bases stay in the Queue that nobody wants (no Gold, no elixir, no dark elixir and no th outside for sniping).
Until gold1 the System still works, so th9s can still get their loot from th8s, but above 2000 loot disappears. The Problem for th10s is that they Need to go to Crystal, because gold consistly mainly of th8s where they get no loot any more. At Crystal they can raid th9s, but they do not have more loot than the th8s have on gold while the troop costs increase, because there are no strong farming troops for th10s that could compensate for the stronger defense (higher building Level, xbows, 1 added archer Tower/tesla etc.) Raiding a new th8 that has maxed th7 before and raiding a new th9 that has maxed th8 before and only built his xbows is a huge difference.
The only Option to get some loot seems to be using your strong heroes and barching for 50% in masters for the league Bonus.
The only way to fix this is not adding more inactives. If you fix the broken shield System you will fix the loot System as well. The economy should not depend on inactive bases and barching mines outside.
Some Players Claim that they are successfully farming with loonions at masters, but I think this only applies to getting gold and dark elixir. I cant Imagine that you can really farm elixir by building armies that cost nearly 200K.
