I don't know the answer, but I have one idea you might want to try. Go onto your iPhone and close out the app fully (ie, click home three times, find CoC in the cache, slide up to close out the app) and see if it makes a difference. It sounds to me like GameCenter or Apple's notification network thinks you're still active on the iPhone. You've tried resetting everything on the iPad - do the same with the iPhone. Good luck.
