nope they say they do but pretty much all top clans use them and nothing happens... top guys share accounts too and nothing...
they only could get banned if you would report them to Supercell

If you're ingame, click on settings, help, then on report issue, and then click on other problems
Reporting helps. Those with powers to investigate and cast judgement rarely read through the forums
name and shaming is also against forum policy.
