Twitter is not filtered anymore, use twitter app on your phone (I am using it).

Until your ISPs fix this problem, use VPN service. I prefer Open VPN.

i think you can still bypass the restriction by some vpn apps like psiphon app (Google Play, apk, PC) or buy full version of HMA pro (by AVG) . I think this will work, i used this when i traveled to China and their government blocked some global site.
