Trophies are based on the difference in trophies between the two players and have nothing to do with the town hall level or the upgrade progress of the base. In general matchmaking this usually means that you will see bases worth around 15-35 in terms of the cups on offer.
What I suspect has happened to you is that either someone has revenged you or if you're in champions league the usual matchmaking rules do breakdown and it is possible to see higher trophy offers. I did just want to confirm it is champions league you are in as I was slightly confused as to why you said champion 3 as there is no differentiation in lges once you get too 3200+ trophies!
If this was a revenge attack it will be easy for you to see this as if you look at the defence log you will not have the option to revenge back! In revenge attacks the difference in trophies between two players is potentially much greater than you see in normal matchmaking and therefore it is possible to see trophy offers of upto 59 trophies!
There are things you can do to prevent these types of revenge attacks tho for example try and keep storages as empty as possible by putting all your gold and elixir into walls. Also i find your actions to other players can often provoke revenge attacks for example if you use lightning spells to zap de storages or snipe town halls and then attempt to go for loot from the base this will often provoke an all out attack on your base looking to inflict maximum damage!
