Barbs are much better, archers are a bit better but one big thing is they survive 1 hit from max th 8 wiz towers.

Depends on when u would like to do it. I had lvl 4 barbs and lvl 5 archers and won maybe 98 % of my collector raids. I upgraded my dark troops and air troops and took a while to start arch and barbs. It is preference. I prob win 99% of collector raids with lvl 6s.
As as far as the elixer for the most part the gold and elixer went up the same for th9....
th10 i max my elixer and am short gold by 1-2 million. I like them going up evenly as I like to dump my loot into zaps if I could between upgrades i like having both storages full if I could. If I have to farm a mil or two gold i feel like it is extra farming. The cost of lvl 7 troops would make the elixer consumption up but even out the gold/ elixer. Yea i still have to raid the same amount to max gold but my success rate will increase as well as attacking and coring storages better.
