The whole point of clan troops is to encourage the social aspect of the game.
Why would you need clan troops anyways? I've never been in a clan and seem to do fair to well with 200 troops. Though...if you're not very skilled and rely on massive troops to get anywhere....

Achieving what? Serious...what goal is reached? Being able to seek welfare assistance from the clan?
Perhaps that's why I won't join a clan... Asking for troop donations is kind of a self admission one can't pull their own weight.

Why is asking for troops saying you can't pull your own weight? Having an extra 20-35 troops would be beneficial regardless of how good an attacker you are, it would allow you to attack harder bases or take more resources. If you are also donating troops I don't see the issue. And like some people said they don't use them for raiding they use them on defense.
What a newb thing to say. It's only like one of the best defensive options there is
