I would easily just report the video on youtube to Supercell (Settings > Help and Support > Report and Issue but inclde his clan name and profile just to make things easier.
And yes its bannable
As mentioned absolutely banned even if no money is being asked - it is a very common way for fraud to happen in ways that i'm not going to describe.
