To me, "permanent training" sounds exactly like having the same troop train infinitely...or forever...or permanently

it would still be preset. And that's ruled out.

its not a preset for a whole army which is what is ruled out

Yes, because when the sticky says "permanent", it really means occupying the barrack forever and ever, making it unusable.
