Mabye he put his phone number in your account so that he will be notified that you change the password.....thats how he can change it again

Also, email SC or something and prove that u r the rightful owner of the account. Then they'll lock the other guy out

I assumed you played your village on his device and now he will not log off, yes? Even if you change the password of your Google+ account, he will still have access to your village on his device; you'll need to contact support and as it was mentioned above, be prepared to answer some questions to prove you're the rightful owner of the village.
Go to Settings > Help and support > Report an issue and describe the situation. Support will get back to you as quickly as possible
