well the whole reason not to name and shame is because of overlapping names and clan names... so if you eliminate it it's not breaking the rules...?

You're the one who wrongly assumed that naming and shaming wasn't allowed because other people may be falsely accused. Also by naming someone because they had used a certain ♥♥♥♥, you are also showing everyone that this ♥♥♥♥ exists, thus promoting it and making more people use it.
What more clarification do you need?
Look, if people want to exploit the game they will search it themselves. The reason why we are not to post about exploits on the forum is due to the fact that who would play a game that has so many exploits? It would look very bad if someone came on the forums and wanted to try clash of clans and saw that there are so many exploits.
That being said, naming and shaming is still against the rules. Who knows if this is to stop ingame harassment, keep things public or to make the forums have less complaining on them (making Supercell and Clash of Clans look better to new customers).
