Dark Elixir Drill Without Storage

Im just curious if you can buy a dark elixir drill if you dont have a dark elixir storage.

It is possible, but the DE-tank is available from town hall 7 and DE-drill is available from town hall 8

And since you can't technically collect, then the DE would just sit in the drill until someone raids you
