I did camps first, then barbs to 7 and then archers to 7. You should have your lab going steady, so you may want to to your minions if you don't have the extra elixir handy.
the army camps is a fabulous upgrade as it helps every aspect of your attack. I also found both level 7 upgrades really good upgrades, especially archer 7. Minions 6 i didn't notice that much of an improvement.
