We need to address an equally important point...if it's a derivative of the Finnish name for "Peter," why is P.E.K.K.A. female?

I've always said it the first way.
As an English speaker I would always pronounce a short vowel before a double hard consonant (having no reason to think it should be an exception).
I think 'peek-a' is more of a jokey thing that caught on after one of the popular youtubers (flammy if I recall correctly) started calling it peek-a. There are a couple of old threads about this.
The Finnish origin should now eliminate any uncertainty.

1st time I saw the word, I read it as pe.ka just like when saying petroleum, pesticide, peking duck, pet, pen, pending, pent house, perk etc.. now try saying pee.ka and use my example of words here and it will sound awkward. so here in the Philippines, when I hear a group of people talking about COC and pronounced Pekka as Pee.ka, it kinda sound funny to me. haha!

Phonetically there is no other way to pronounce it other than peh kuh. Literally unless PEKKA is based off of a dead, unknown language with freaky vowel rules (even worse than English) there is no way- no "e" after the first "k" to lengthen the other "e". There are double consonants after the "e" so it by nature of English pronunciation rules makes a short "e" sound, "eh"
