They already said "No"...read the sticky.
Supercell WILL NEVER put this game on the Android. There's just too much hassle and they have to pay Google to get CoC into google play. :P

Not a direction they wish to take at this point. Here's the official stance:
Supercell is a tablet-first company, currently focusing on iOS. There are no plans for other versions of Clash of Clans at this time. Although they reevaluate this decision from time to time, there will be no Android, or other version of Clash of Clans in the foreseeable future.
