Second, cc requests are heavily based on your clanmates giving you troops everytime you ask
And third, the 20-minute system already works and it is a suitable implementation
Most likely you are a heavy raider and trying to save on troops.
Just try to prepare you attacks more so you don't feel the need to use the cc troops always.
It's a part of strategy when and where you drop your reinforcements (I know they come in handy)
These troops will be treated as a bonus and not as a main part or your attacks.
