Can the leaders have an ability to request the war to start early?
There could be some restrictions before you can request, like all your war clan castles must be filled. But it would allow for even more active clashing.

No offense but this has been discussed numerous times.
This suggestion is advantageous for active, hardcore players that focus on playing but for those with responsibilities (let's say jobs and kids) they don't have a lot of time to devote to the game. Also, clans with international members spanning from different time zones will be affected.
So in order to keep this game balanced IMO, let's just keep the prep time. It gives everyone a time to prepare.
Those who are done quickly can just focus their extra time on resting or other whatnot that can occupy their time.
Just to be clear, I am not saying this is a bad suggestion as I have also wanted this sometime ago.
But, please realize that SC (intentional or not) wants to give players around the world a fair chance.
Bottomline: prep time stays, no ready button or vote or other quickfix
