What part of the system do you want to fix?
Normally, going up a level will increase difficulty.
Also, I am not quite sure of what your dilemma is about.

You can choose to stay at whatever Town Hall you want, but it will just make stealing from you easier if you do not gradually increase. What do you do with the resources when you are completely maxed out as a TH8? No point in storing anything because you cannot use it.

How about new defensive buildings? Or the Archer Queen? Or higher troop levels? There are a lot of reasons to upgrade your TH, don't just worry about being attacked

there is no advance in RUSH th actually, you just keep in the same th if you want to beat some records, just like renonv from FosterTheCore (he is a th4 in lvl 140-150, he has over 300000 donations)
