when I was TH 7 I could bust into a lot of 9's and eights for loot. Against 10's I still haven't really found my method.

The fact that OP has a sig about complainers and he complains about infernos being "OP".
In what universe? Infernos are on bases to help you get the "firefighter" achievement(plus they look a little cool). If you can't defeat a base with infernos, it doesn't mean they are OP...it just means that your raiding level isn't as high as you thought.

I agree they are a little too OP. My suggestion would be to remove the non healing effect.

I rarely use the jump spell and it certainly doesn't help me attack infernos. Nor does heal, nor lightning.
How about this idea. Give freeze spell to TH9 and give/create a new spell for TH10.
TH10 is the only TH level that can't be attacked by a higher level TH.
You're saying that TH10s shouldn't be attacked by lower level THs either.
That's a bit rich.

The highest TH level, if upgraded properly, should be able to fend of any attack from lower THs.
Why should TH9 have access to a spell that is the only counter to a defense structure that only TH10 has?
"TH10 gets new Inferno Towers, all 3 levels! Don't worry TH9, 8 and 7, here's a freeze spell to counter that TH10-exclusive Inferno Tower!"
Since you are asking for lower level THs to have freeze, might as well go all the way right?
What's stopping you from upgrading your town hall so you can unlock the freeze spell?
I have a better solution than your idea of simply giving TH9 the ability to unlock both Jump & Freeze. Let's give TH9 the freeze spell, and TH8 the jump spell. Then let's knock the loot penalty down for TH10 to make it fair:
100% vs TH9
90% vs TH8
If you want better offense against TH10, then TH10 should have no loot penalty against you.
