Believe it's permanent, though I don't see how it really matters, at lay for Active players.

Just because it isn't ground breaking doesn't mean it's pointless. I like less time waiting between builds to clear obstacles.

Might as well make it immediate then.

I never understood the need for those random seconds required to remove obstacles.

Walls require builders, and the upgrade is immediate. Clearly it could be done for obstacles but they didn't. I wonder why.

Walls are instant because there are so many of them. Even a 10-30 second interval between all of them would be terrible to deal with at the low levels. Obstacles, if cleared everytime you get a free builder, will only be a few at a time.
