If you use giants, I'd say giants, if you don't its probably marginal between giants and pekka. Probably the defining factor would be builder/lab schedule.
Do you fight wars or use big armis for revenge? If so yes build your gowipe. If not I would tell you to upgrade giants to use in raiding. Giants are used with wallbreakers to dig deep into a base.
Unless you just aren't using giants at all, upgrade the giants. Pekkas are nice and all, but they really don't come into their own until you've upgrade them to lvl 3+ or so and if you're at a place where you're at level 4 giants, thinking about lvl 5, go there first.
