Horrible idea. Hopper join war, reserve bottom 2 guys, leave. War lost. It would be cool if we could call dibs so it'll say that you called it before someone else attacked it though.

Or when a noob player decides to attack a higher TH, the leader can ask them to change targets...
How about reservations should be requested and will approved by the Leader or Co-Leaders?
