I think its a cool idea, I'd support it.
The hospital type building suggestion mention in a previous reply is interesting too. If it worked by only heal to a max percentage that would incrementally tier up when the building upgrades... I think it's got potential, come on SC, brainstorm on that.
Players can already disband troops from the camps (suffering no elixer recovery) so if you want full health troops, you'll need to cook new ones regardless, which makes balancing arguments moot.
Heal time in the hospital after a battle needs to be triggered and would likely be only slightly shorter than cooking fresh troops.
And if I may take it a step further by suggesting that veteran troops, that's the battle survivors that got healed and went on to battle again, if they got minor perks. Nothing crazy but maybe they have a slight chance to go rage mode. Maybe even after multiple battles they could area rage spell similar troops around them.
