If SC released a TH 11, there'd be a swarm of gemmer TH 10s rushing to TH 11 and maxing everything, completely leaving behind any player not willing to fork up hundreds of dollars. And then there'd be the TH 10s who may or may not have gemmed to get there, all frustrated because they wanted to get to a max TH 10 and focus on the more fun aspects of the game, but are now forced to mindlessly farm yet again, instead of trophy hunting and joining a competitive clan.
Currently, even with 5 builders throughout the game, to become a maxed TH 10, it takes ~600 days. And that's assuming you have the gold/elixir to keep your builders and lab busy 24/7, and assuming you had 5 builders from the start. That already is a HUGE amount of time.
Even if TH 11 didn't get new troop upgrades, the building upgrades alone (if they were just as long as in TH 10 -- they'll probably be longer--) would take another 200 days. JUST the BUILDINGS. And with improved defense, SC needs improved offense, and if the times follow the TH 9 and TH 10 trends, another 200 days.
So best case scenario, TH 11 will be another year of grinding, assuming your lab and builders are busy 24/7.
Knowing that info, think again as to if TH 11 is a good idea, do you want to spend another year of your life farming away, knowing that there's gonna be plenty of people that gemmed it and have everything maxed in a couple hours, and are now dominating the trophy system?
Finally, now that CoC has been around for a while, non-gemmers have finally caught up to gemmers, and all players are getting a chance to rise to the leaderboards. Introducing TH 11, IMO, will be a disaster, and I hope that SEE finds a different way to spice up the game.
