Yes, assuming the maintenance break is long enough (at least 30 minutes).
yes,after a maintenance break,every shield is broken,and all ques are set anew... hence forth you can find really inactive bases with aton of loot,that usually have a shield due to...well being attacked by everyone
It probably has more to do with less players online than anything else. Everyone is booted and if you're lucky enough to come on just after the break there's good bases because nobody has grabbed them yet. It's only short because before long all the good loot is grabbed then it's back to the same old crapola.
Shields are not broken by maintenance breaks. It may be the there are just less people online because of the break giving more chance to find the good bases but that doesn't explain the increased inactive bases. My own opinion is that when the maintenance happens all the rankings that determine where a base is in the search queue (ie inactive at the bottom and active at the top) are reset. Because there are as many if not more inactive bases than active ones the chances are you are going to get an inactive base without too much nexting.

It's true. I've tried it myself. But it only last for about 2 hours.
Definitely exists. The long the maintenance the better.
